Bleah....of course I realized I should've said a bit more (or perhaps less) in the first comment after I posted it. Suppose I were considering a 1x5 rectangle of water. According to the sixth item in the list, "6) No "pools" are allowed: you can't have four (or more) water cells making a two-by-two (or larger) rectangle anywhere in the puzzle." So, I have more than four cells making a rectangle that is larger than a two-by-two. By the definition in the earlier paragraph, "The water cells must contain no numbers and comprise no solid 2x2 or larger rectangles ("pools")." Once again, I have a solid rectangle that is larger than a 2x2. So....the question is, did you really mean this effect? It seems unlikely, but the example puzzle doesn't have any areas of water big enough to indicate the truth.
